Rule applied
the nearest thousand, round half away from zero
Worked out from IEEE Std 754-2019, Standard for Floating-Point Arithmetic, ยง4.3 Rounding-direction attributes (roundTiesToEven, roundTowardZero, roundTowardPositive, roundTowardNegative) and 1 other source.

How this is worked out

4 steps
  1. Rounding 1234.567 to the nearest thousand using "round half away from zero".
  2. The rounding step is 1000, so the neighbours are 1000 and 2000.
  3. 1234.567 / 1000 = 1.234567, which the rule sends to 1.
  4. 1 x 1000 = 1000
